The Malta Residence Programme for EU Nationals

The Residence Programme is designed for wealthy individuals and their families who are not already permanent residents in Malta to attract them to take up residence in Malta.  This is an upgrade of the residence programme to nationals of the EU, EEA or Switzerland, the High Net Worth Individuals (EU/EEA/Swiss Nationals) Rules.   

The tax benefit under this programme is the flat tax rate of15% on all foreign source income remitted to Malta and then any other income is subject to a flat tax rate of 35%.  The reduced minimum annual tax liability is of €15,000 for both the applicant and the dependents.   

The main applicant must own property purchased for not less than €220,000 if the property is situated in Gozo or in the southern region of Malta or not less than €275,000 if the property is purchased anywhere else in Malta.  Otherwise, the main applicant may rent a property with a minimum rental of €8,750 annually if rented in Gozo or in the southern region of Malta and a mimimum of €9,600 annually if it is rented in other parts of Malta.   

The non-refundable administrative fee of €6,000 is to be paid for each application of the Malta Residence Programme.  This fee is reduced to €5,500 in the case where the qualifying property is situated in the southern region of Malta.
